UN launches fund to protect refugees from climate change

The UN Refugee Agency (UNHCR) today launched a fund to protect refugees and displaced communities most at risk from climate change, which it aims to raise some 93 million euros for by 2025.

The Climate Resilience Fund also aims to support host communities and countries of origin most affected by the climate emergency and promote the inclusion of refugees, the organization explains in a statement released today.

The US$100 million (93.5 million euros) that UNHCR hopes to raise by next year will aim to increase sustainable resources, for example by providing more clean energy to supply water to communities or power schools and health infrastructure.

The purpose, the organization says in the statement, is also to "support environmental restoration and invest in resilience through the construction of climate-resilient shelters", in addition to reducing the human impact on the natural environment.

"The impacts of climate change are becoming increasingly devastating, increasingly exacerbating conflicts, destroying livelihoods and ultimately causing displacement," said the UN High Commissioner for Refugees, Filippo Grandi, adding that "many of the countries most generous in accepting refugees are also the most affected by the climate crisis".

"The funding available to address the impacts of climate change is not reaching forcibly displaced people and the communities that host them," he stressed.

The fund will prioritize projects whose effects are felt locally and that involve affected communities in their design and implementation, but also those that are aligned with national strategies for climate change, said UNHCR.

Noting that climate risks are strongly correlated with conflict and poverty, the organization said that 60% of refugees and displaced people live in fragile or less prepared countries to face climate change.

According to UNHCR, in 2022, more than 70% of refugees and asylum seekers were fleeing from countries highly vulnerable to climate.

"By reducing exposure to climate-related hazards, ensuring access to sustainable resources and promoting inclusion, these projects [to be supported by the fund] will provide tangible improvements in the living conditions, security and well-being of refugees and their hosts," concluded Grandi.
