German Vice-Chancellor Robert Habeck offered during his visit to Kyiv this week to review "the closed facilities in Germany, which can also be used," Galushchenko said in televised statements quoted by the EFE agency, referring to the plants closed as part of the German plan to phase out coal.

"Our team of specialists in Lithuania is currently analyzing the equipment available in the old thermal power plants that we can use for the reconstruction of Ukraine," Galushchenko said.

The official stated that this is a good option because even if Kyiv were to order new factory components now to repair its plants, they could not be delivered before next winter.

Galushchenko admitted that, after the recent Russian attacks on Ukrainian energy infrastructure, the situation is complicated and that some of the destroyed facilities have not even been able to be cleared of rubble to verify the damage.

However, the minister assured the population that, even in the worst-case scenario, there will not be a "total blackout," despite the fact that Russia has destroyed some of Ukraine's most important power plants in recent weeks and, therefore, 80% of the country's thermal production capacity.
