The National Network of Integrated Continuing Care (RNCCI) has an increasing number of users on its list, the offer has grown very little and the average waiting time in 2022 has worsened. It should be noted that the RNCCI is a network for providing healthcare and social support in a continuous and integrated manner to people who are in a situation of dependency.

The data from 2022, obtained through the monitoring of the Health Regulatory Entity (ERS), on access to this type of care, also show that more than 90% of the resident population in mainland Portugal lived 60 minutes or less from a point of the RNCCI with hospitalization. 

Of the users effectively hospitalized in 2022, about 80% lived 60 minutes or less from the respective unit, and more than 40% lived 30 minutes or less.

There was also a trend of worsening of the median time from referral to vacancy identification in medium-term and rehabilitation units (UMDR) and in long-term and maintenance units (ULDM), in all regions. 

In convalescence units (UC) and Integrated Continuing Care Teams (ECCI), the median waiting time worsened in most health regions. The average length of hospitalization exceeded the expected length for the respective type, in most health regions, which will impact the waiting time until a vacancy is obtained.

Poor supply and one-year wait in mental health

Regarding access to Integrated Continuing Mental Health Care (CCISM) from the RNCCI, in 2022, about 69.2% of the population had access to at least one Maximum Support Residence (RAMa) considering 60 minutes of travel, this being the type with the greatest population coverage, which contrasts with 38.3% of the population covered by an Autonomy Training Residence (RTA) within 60 minutes.

The average length of hospitalization/follow-up in all CCISM types (hospitalization, outpatient and home), except for adult RTA, is significantly higher than the 12 months that are listed as the expected time for each type.
