U.S. intelligence agencies have concluded that Russian President Vladimir Putin wasn’t involved in the death of jailed opposition leader Alexei Navalny, who died in a penal colony in the Arctic in February.

The finding was reported Saturday by the Wall Street Journal, which cited unidentified people familiar with the matter.

The assessment was “widely shared across the intelligence community and is held by multiple agencies, including the Central Intelligence Agency, the Office of the Director of National Intelligence and the State Department’s intelligence arm.”

The assessment was based on a range of intelligence, including from human sources, as well as an analysis of public information such as the timing of Mr. Navalny’s death and how it overshadowed Mr. Putin’s reelection in March.

The U.S. intelligence agencies determined that the Russian president didn’t order Mr. Navalny’s killing, despite Western accusations, according to the Journal. However, they didn’t rule out that Mr. Putin bears some responsibility, since the opposition politician, who was 47 when he died, had been targeted by Russian authorities for years, jailed on what were widely seen as politically motivated charges and poisoned in 2020.

Kremlin spokesman Dmitry Peskov said Saturday that he had seen the Journal article and called it “empty speculation.” “I saw the material; I wouldn’t say it is a high-quality piece that deserves attention,” Mr. Peskov told reporters, according to the Reuters news agency.

A vocal critic of Russian President Vladimir Putin’s regime and a charismatic anti-corruption campaigner, Mr. Navalny died at the age of 47 under unclear circumstances.

Prison authorities said he suffered a sudden heart ailment after a walk in the Arctic penal colony where he was serving a 19-year sentence for extremism, and his death certificate cited heart failure as the cause. But his associates, his widow and many Western leaders have accused Mr. Putin of being responsible for his death.
