Investigators probe 14 complaints against UN agency

United Nations investigators are looking into allegations against 14 of the 19 U.N. aid workers in the Palestinian territories that Israel says were involved in a deadly Hamas bombing in October, a U.N. official said.

The announcement, made by U.N. spokesman Stephane Dujarric, provides the first details of the inquiry ordered by Secretary-General Antonio Guterres.

The U.N.'s internal watchdog, the Office of Internal Oversight Services, is conducting the investigation following initial allegations by Israel in January.

The office, known as OIOS, said that of the 19 accusations against staff of the U.N. agency UNRWA, one case was closed because Israel did not provide evidence and four others were dropped due to insufficient evidence, Dujarric said.

The United Nations was first informed in January of allegations by Israel that 12 employees of the agency known as UNRWA took part in the July 7 attack in southern Israel in which Hamas and other Palestinian militants killed 13 Israelis and took another 250 hostage.

The agency at the time suspended all of those employees.

Dujarric said the United Nations later received additional allegations from Israel about seven UNRWA employees, five in March and two in April.

UNRWA has about 32,000 employees in Lebanon, Syria, Jordan and the Palestinian territories, including about 13,000 in Gaza, providing education, health care, food and other services to millions of Palestinians.

The agency's director, Philippe Lazzarini, said Tuesday that nearly 180 UNRWA staff members were killed during Israel's offensive in Gaza, which killed more than 34,000 Palestinians, about two-thirds of them women and children, according to the Gaza Health Ministry, which does not differentiate between civilians and combatants.
