"The UK remains deeply concerned by allegations of malign activity orchestrated by Russia" on British soil, a Foreign Office spokesperson was quoted as saying in the statement.
In the same statement, the British Foreign Office called for an "immediate cessation of these activities".
"We will continue to work with our allies to deter and defend against the full range of threats posed by Russia," the British Foreign Office added.
"Dylan Earl, 20, is alleged to have targeted businesses linked to Ukraine for the benefit of the Russian state," said Nick Price, head of the Counter Terrorism Division of the UK Crown Prosecution Service.
Among other things, the official said, "he planned an arson attack" on a "Ukrainian-linked" business last month.
Dylan Earl is alleged to have recruited and paid others to set fire to an industrial unit in Leyton, east London, owned by a Ukrainian couple living in the British capital, in March.
Prosecutors said four other men had been charged with lesser offenses in the case.
The UK has been a leading supporter of Ukraine, which has been under invasion by Russia since February 2022, and the country has long accused Russia of carrying out hostile activities on its territory, including the poisonings of former Russian spies Alexander Litvinenko in 2006 and Sergei Skripal in 2018.
