France will grant 33 million euros to the UN agency for Palestinian refugees (UNRWA), subject to the implementation of measures proposed by the independent audit carried out after accusations of terrorist links, the government announced today.

"Two million people [in Gaza] are in need of everything. France confirms the disbursement of its annual contribution to the UNRWA humanitarian program [in the English acronym], which amounts to 33 million euros for 2024", declared Christophe Lemoine, spokesperson for the French Ministry of Foreign Affairs, without specifying the date of the disbursement.

"Our support for UNRWA has one requirement: that the measures requested by the independent external audit report conducted by Catherine Colonna, former French Minister of Foreign Affairs, be fully implemented", said the spokesperson, in statements to the press.

France attaches "particular importance (...) to the procedures for verifying the neutrality of UNRWA staff and facilities, the prohibition of hate speech and anti-Semitism in school textbooks and the reform of unions and personnel management", he added.

The executive led by President Emmanuel Macron promised "extreme vigilance" to ensure that all measures are implemented, as well as that "the United Nations and humanitarian principles of independence, neutrality and impartiality" are observed.

The UN agency, which has more than 30,000 employees serving 5.9 million Palestinians in the region, has been accused by Israel of employing "more than 400 terrorists" in the Gaza Strip.

Twelve people were accused by the Israelis of being directly involved in the unprecedented Hamas attack on Israeli soil, on October 7, 2023, which killed 1,170 people, mostly civilians.

These allegations led to the suspension of funding by donor countries, such as the United States, although some have resumed, and to an external audit, along with an internal investigation.

The investigation concluded that UNRWA in the Gaza Strip lacks political "neutrality", but indicated that Israel was unable to prove the connection of officials from this organization to Hamas, a group considered terrorist by the European Union, the United States and Israel.

On the other hand, the experts also stated that the UN agency continues to be "crucial in providing vital humanitarian aid" in the region.

In retaliation for the October 7 attack, Israel launched an offensive in the Gaza Strip that has already caused more than 34 thousand deaths, according to Hamas, which has controlled the Palestinian enclave since 2007.

The population of the Gaza Strip is facing an unprecedented humanitarian crisis, due to the collapse of hospitals, shortage of drinking water, food, medicine and electricity.
