The charges against Meta’s director of communications, Andy Stone, stem from comments he made in 2022, following Russia’s full-scale invasion of Ukraine on 24 February that year, the same source said.

Stone, who is based in the United States, announced temporary changes to Meta’s hate speech policy to allow “forms of political expression that would normally violate [its] rules, like violent speech such as ‘death to Russian invaders’”.

In the same statement, Stone added that “credible threats of violence against Russian civilians” would still be banned.

The Russian authorities opened a criminal case against Stone and other unnamed Meta employees, describing the statement as an “illegal call for violence and murder of Russian citizens”.

The authorities have also banned Meta as an extremist organisation and blocked Facebook and Instagram in Russia.

Both platforms – like Twitter’s previous incarnation, which has also been blocked – were popular with Russians before the invasion and the subsequent crackdown on independent media and other forms of critical speech.

They are now only accessible via VPN.

Mediazona reported that Stone was initially charged with inciting terrorism, public calls for extremist activity and public justification of terrorism, but the first two charges were dropped in the final version of the indictment.

The trial, in which Stone was represented by a state-appointed lawyer, began on Friday and ended today after just two hearings.

Stone was sentenced to six years in a penal colony and banned from administering websites for another four years.

Meta declined to comment on the verdict today.

In April 2022, Russia also formally banned Meta CEO Mark Zuckerberg from entering the country.
