Ecuadorian Army Quells Attempted Prison Mutiny

Ecuador's military quashed an attempted prison mutiny in the center of the country on the same day that Ecuadorians voted in a referendum on security and justice promoted by the president.

At least four inmates were injured and received medical attention in the prison in the city of Quevedo, the capital of Los Ríos province, the Ecuadorian Armed Forces said on Sunday.
The military, which has been in charge of security in Ecuador's prisons since January, said on the social network X (formerly Twitter) that it had fully regained control of the Los Ríos prison. The management and security of prisons were among the 11 questions in the referendum called by Ecuadorian President Guillermo Lasso, which was held on Sunday, as the country faces a wave of violence. One of the questions proposes that the military control access to prisons, the epicenter of a crisis of violence that has led Ecuador to become one of the countries with the highest number of homicides in Latin America, with a rate of 45 per 100,000 inhabitants in 2023. The referendum also proposes that the military permanently support the police in operations against organized crime, even without the state of emergency decreed by Lasso at the beginning of the year. While the vote was taking place, the director of the El Rodeo prison in Portoviejo, in the coastal province of Manabí, was assassinated, according to the state agency that manages the country's prisons. On Wednesday and Friday, two mayors of municipalities in the south of the country, where illegal mining activities take place, were assassinated. Among other issues, Ecuadorians voted on the creation of specialized constitutional law courts, the recognition of international arbitration in any jurisdiction to attract foreign investment, and the authorization of temporary hourly contracts to encourage job creation.
