The aid package, worth 61 billion dollars (57.2 billion euros, at current exchange rates), was approved on Saturday by the House of Representatives after months of deadlock due to Republican opposition.

"This will not change the situation on the battlefield. The criminal regime in Kyiv will be defeated," said the president of the Duma, the lower house of the Federal Assembly, Vyacheslav Volodin, quoted by the Spanish agency EFE.

Volodin said that, with the decision, "the United States is forcing Ukraine to fight to the last Ukrainian".

He also said that the decision will be disastrous for the Ukrainian economy, which will be deprived of a future.

According to Volodin, most of the money in the aid package will be used by the Americans themselves to "replenish US arsenals" (23 billion) and for "military operations in the region" (11.3 billion).

"[US President Joe] Biden himself does not hide the fact that the funds allocated will be received mainly by American companies," he said.

Volodin said that the most important thing is that "even the money that goes to Kyiv will have to be returned".

He therefore considered the aid to be "a lion's share of a debt" that the Ukrainians will not be able to escape.

The reaction in Kyiv was the opposite, with President Volodymyr Zelensky saying that the new aid "will save thousands and thousands of lives".

Ukraine has criticized Western allies for their hesitation and delays in providing weapons, which have allowed Russia to launch a new offensive in recent weeks.

Kyiv carried out a counteroffensive last summer, but with modest results, which it attributed to a lack of resources.

In addition to providing weapons, Kyiv's allies have also imposed sanctions on Moscow's interests in an attempt to reduce Russia's ability to finance the war effort in Ukraine.

The war, which began with the Russian invasion of Ukraine on February 24, 2022, has caused an as yet unknown number of casualties and the destruction of cities and infrastructure in the country.
