Biden changes law, giving ‘Dreamer’ migrants access to health care

The new rule will allow "Dreamers" to access one of the health insurance plans available to the public since the Affordable Care Act (ACA), also known as Obamacare, was approved in 2010 during Barack Obama's presidency.

It is estimated that around 580,000 young "Dreamers", who arrived in the US illegally and have grown up there, currently benefit from the Deferred Action for Childhood Arrivals (DACA) program, enacted by Obama in 2012.

DACA recipients, many of whom are of Mexican origin, are authorized to live, study and work in the US, which protects them from deportation.

However, until now, they could not access Obamacare because they did not meet the requirement of having a "legal presence" in the US.

The new rule modifies this definition of "legal presence" to guarantee DACA recipients access to health insurance.

In a statement, the White House estimated that one hundred thousand DACA recipients could apply for health coverage through various state portals and some may even receive financial assistance.
