From 2014 to 2021, Cuellar, 68, and his wife allegedly received nearly $600,000 in bribes from an energy company controlled by Azerbaijan and a bank in Mexico in exchange for the Democratic congressman promoting the interests of the entities in the United States.
According to the indictment, Cuellar allegedly agreed to influence legislation favorably and to speak out in support of Azerbaijan.
The couple appeared before a federal magistrate judge in Houston and were each released on a $100,000 bond.
The congressman asserted that he and his wife, Imelda Cuellar, 67, are "innocent" and that he has served only the "people of South Texas" during his time in Congress.
In addition to bribery and conspiracy, the couple face charges that include conspiracy to commit wire fraud, acting as an agent of a foreign principal and money laundering.
If convicted, they face decades in prison and could forfeit any assets related to the proceeds of the alleged crimes.
