For men covered by the measure, the transfer of passports to a "Ukrainian subdivision or diplomatic mission abroad for the purpose of issuing them will not be carried out".

The decision was announced a day after the head of Ukrainian diplomacy, Dmytro Kuleba, announced imminent measures to bring back to the country men of fighting age living abroad.

"The fact of staying abroad does not exempt the citizen from his duties to his homeland," argued Kuleba, without mentioning what measures will be taken to bring back men of fighting age from abroad to the national territory.

Ukraine currently prohibits men of fighting age from traveling abroad, with few exceptions.

Ukraine, whose army is struggling to face the Russian troops, recently adopted a mobilization law that aims to toughen the punishments for those who refuse to comply with the military service they are required to do, having lowered the mobilization age from 27 to 25 years.

Fighting the Russian invasion for two years, Ukraine urgently needs soldiers, especially since Kyiv expects Russia to launch a new offensive in the coming weeks or months.
