Portugal’s debt-related risks continue to decline

Portugal's vulnerabilities related to the high level of debt continue to decrease, the European Commission says today, in the assessment of macroeconomic imbalances in the context of the European Semester.

In the document published today, the EU executive concludes that "the vulnerabilities related to the high level of public, private and external debt continue to decrease", with the public and private debt ratios "decreasing at a fast pace", standing well below historical peaks.

The report also highlights that "policy progress has been made in addressing the identified vulnerabilities, with a particular focus on mitigating the risks stemming from rising interest rates".

Brussels also highlights that, in 2023, Portugal's external sustainability indicators "improved substantially", with the current account recording a surplus.

However, the assessment indicates that "the risks to Portugal's fiscal sustainability are assessed as high in the medium term and low in the short and long term".

The European Commission forecasts that the country's private, public and external debt will continue its favourable trajectory, supported by economic growth, with domestic demand continuing to benefit from the Recovery and Resilience Plan (RRP) grants and loans.

The main risks "relate to the uncertain external environment and its potential impact on Portugal's economic growth", it is also stressed.

The final assessment on the existence of macroeconomic imbalances in the 12 Member States subject to in-depth analysis will be presented as part of the European Semester spring package, in June, together with specific recommendations for each country.
