Speaking to Lusa, the president of the Portuguese Medical Association, Carlos Cortes, said that these are measures that "must be immediately assessed, analysed and implemented" to outline "a different path for the healthcare system as a whole, but fundamentally, for the National Health Service".

The Portuguese Medical Association is thus responding to the commitment made during the election campaign by the current prime minister, Luís Montenegro, to present an emergency plan for the National Health Service within the first 60 days of the new Government, to be implemented by the end of 2025.

Among the "set of concerns" that the president will convey at the meeting on Monday, at 9:00 am, he highlights "the appreciation of the working conditions of doctors, of the role of doctors within the National Health Service, within the entire healthcare system, taking into account their high level of differentiation and responsibility".

Carlos Cortes specifies that this appreciation involves creating "a new medical career", which begins with the medical internship and accompanies the doctor, "regardless of where they are, in the public sector, the private sector or the social sector" and the authority responsible for that location (Ministry of Health, Ministry of National Defence, Ministry of Justice, etc.).

Furthermore, it is necessary to analyse the Local Health Units, in order to "correct the trajectory" of this restructuring.

"We find it regrettable that there was no prior assessment, no preparation for one of the most important reforms that the National Health Service has had, which was not discussed, which was not assessed, which was not reflected upon", criticises the president.

The Portuguese Medical Association agrees with the integration of the various levels of care (primary, hospital, continuing, etc.), but "it is a measure that must be assessed".

Carlos Cortes also said that the Portuguese Medical Association's ULS Monitoring Committee will present an assessment report on "the difficulties" experienced in these units by the third week of May.

The modernisation of the National Health Service using new technologies is another of the Association's concerns.

Carlos Cortes regrets that Portugal still does not have "a single, electronic process in operation".

Other "concerns" of the Association include improving the functioning of the Emergency Service and ensuring that all Portuguese people have a family doctor, which is currently not the case for 1.7 million people.
