Fenprof says that the Government could "sow restlessness in schools"

Fenprof today alerted the guardianship that it could appease the teachers by returning the frozen service time, but will once again "sow unrest" if it changes the placement regime for teachers in schools, as defined in the government program.

At the first meeting between the National Federation of Teachers (Fenprof) and the new team of the Ministry of Education, Science and Innovation (MECI), the secretary general of Fenprof, Mário Nogueira, warned of several problems in the sector, such as the urgency of the full recovery of frozen service time but also the danger of tampering with the rules of teacher competitions.

Mário Nogueira acknowledged that counting the approximately six and a half years of frozen service could bring some peace to schools, but warned of other matters that could once again take teachers to the streets.

The Government could "calm with one hand and, with the other, sow unrest again", he said, referring to possible changes to the teacher placement system provided for in the "Government program, in the sense of using residence, assessment or other subjective criteria and dropping or devaluing professional graduation".

Regarding the negotiations for the recovery of frozen service time, which will begin in May, Fenprof advocates a recovery in three years, instead of the five years with a recovery of 20% per year defined in the Government program.

Mário Nogueira explained the return in three years (33% per year), recalling that "six years have passed since the careers were unfrozen and thousands of teachers have retired".

For Fenprof, retirees "cannot be excluded" from this negotiation process.

Speaking to journalists, Mário Nogueira also revealed that the trade union federation warned the supervisory authority of the "great technical demand" implied by the work of recovering service time, since there are many asymmetries among teachers.

"People did not lose time in exactly the same way", warned the secretary general of Fenprof, recalling that the measures of the previous government were applied in a "very asymmetric way", and therefore some managed to recover all the frozen service time -- almost ten years -- and others only part.

According to Mário Nogueira, "only by mere coincidence" can two teachers be found who finished the course on the same day with the same grade and who are in the same echelon.

After Fenprof, the team led by the Minister of Education, Science and Innovation, Fernando Alexandre, received the delegation of the National Education Federation (FNE), this being the last federation received in the round of meetings that began on Thursday, the day on which ten trade union structures were received.
