Jens Stoltenberg, speaking in Berlin, said the alliance must bolster its deterrence and defense capabilities, increase support for Ukraine and work with allies around the world to “defend freedom” if it is to remain strong.

NATO has responded to Russia’s 2014 annexation of Crimea with the biggest reinforcement of its defenses in a generation, he said, but warned that “we need to do more” and that each ally must “do what is necessary” to fully meet their defense plans and reach the minimum target of 2% of GDP.

Stoltenberg acknowledged that increasing defense spending is not easy, as “when you spend more on defense, you spend less on other things: healthcare, education, infrastructure.”

However, he stressed that while military spending was cut after the end of the Cold War, it is necessary to increase it now that tensions are rising.

The secretary general also criticized NATO allies for failing to deliver on their promises of assistance to Ukraine in recent months.

“For months, the United States was not able to approve new packages, and deliveries of ammunition in Europe have been far below what was promised. Delays have consequences,” he said, lamenting that Ukraine’s disadvantage in weaponry and lack of air defenses has allowed Russia to advance its front lines and strike more targets.

However, “it is not too late,” the NATO chief stressed, citing the UK government’s decision to send more weapons and increase defense spending to 2.5% of GDP and the Netherlands’ announcement of an extra €4 billion in aid as examples of the way forward.

He also said he expects NATO to agree to play a greater role in coordinating military aid and training Ukrainian soldiers at the alliance’s next summit in Washington in June, in order to put military assistance on a “more sustainable and long-term footing.”

Globally, NATO also needs to strengthen its cooperation with like-minded countries, as Russia is being supported by China, North Korea and Iran, who are feeding Moscow’s “war economy,” he said.

The NATO secretary general arrived in Germany on Wednesday, where he visited the Laage air base in the northeast of the country and met with German Foreign Minister Annalena Baerbock.

On Friday, he is due to meet the Bundestag’s (German parliament’s lower house) foreign affairs and defense committees, as well as Chancellor Olaf Scholz.
