The White House announcement ends a long political stalemate, with Republicans in Congress blocking military aid to Ukraine as part of their broader standoff with Democrats.
“We stepped up. We came together. And we got it done. Now we need to act quickly,” Biden said at a White House event to sign the foreign aid measure. Biden also pledged that military equipment would begin flowing to Kyiv “in the next few hours,” fulfilling his promise to start delivering the $61 billion (57 billion euros) package of armored vehicles and other weapons to bolster Ukrainian forces as they try to repel the Russian invasion. Over the longer term, however, it remains uncertain whether Ukraine — after months of battlefield losses in the east and with its infrastructure heavily damaged — will be able to make enough progress to sustain American political support before the latest influx of money runs out. “This is not going to turn the tide for the Ukrainians in the Donbas, and it certainly is not going to turn the tide for them in other parts of the country,” said White House National Security Council spokesman John Kirby, referring to the eastern industrial heartland where Ukraine has suffered setbacks. Also tucked into the legislation Biden signed Tuesday was a provision giving the Chinese-owned social media company ByteDance, which owns TikTok, nine months to sell the app or face a ban in the United States. The president could grant a single 90-day extension, giving the company a year to divest, if he certifies that there is a path for divestment and “significant progress” toward completing it. The move follows a determination by the US administration and a bipartisan group in Congress that the Chinese-owned social media platform poses an increasing national security concern. TikTok’s parent company has already said it will challenge the measure in court, calling it an “unconstitutional overreach” by Congress. “We believe the facts and the law are on our side and we will prevail in court,” the company said in a statement.
