Moscow and Kyiv agree to swap 48 children displaced by war

Russian and Ukrainian authorities reached an agreement on the exchange of 48 children displaced by the war, the Russian Commissioner for Children, Maria Lvova-Belova, announced after the first bilateral meeting on the subject, in Qatar.

"Twenty-nine children will return to Ukraine and 19 to Russia, as a result" of the agreement, Lvova-Belova told the press.

Like Russian President Vladimir Putin, the commissioner has been under an arrest warrant issued by the International Criminal Court (ICC) since spring 2023.

The ICC considered, like Ukraine, that thousands of children were not displaced by the fighting, but were consciously deported by Russia, claims that Moscow rejects.

On Saturday, the Ukrainian Prosecutor General's Office reported that 545 children have died since the start of the invasion, while 1,289 have been injured to varying degrees of severity.

In addition to the victims of the Russian military offensive, Ukrainian children in the occupied regions have been forcibly deported to Russia, where they are exposed to pro-Moscow propaganda campaigns, adoptions and even military training.

In recent months, Ukraine has suffered intense bombing campaigns by Moscow's forces against its main cities and energy infrastructures, causing civilian casualties.

At the same time, Ukraine has carried out a series of in-depth attacks on Russian territory, against military targets but also others such as refineries, which have also caused civilian deaths.

The military offensive launched on 24 February 2022 by Russia in Ukraine has so far caused the flight of more than 14.7 million people - 6.5 million internally displaced and more than 8.2 million to European countries -, according to the latest data from the UN, which classifies this refugee crisis as the worst in Europe since World War II (1939-1945).

At least 18 million Ukrainians need humanitarian aid and 9.3 million need food aid and shelter.

The Russian invasion - justified by Russian President Vladimir Putin with the need to "denazify" and demilitarize Ukraine for Russia's security - was condemned by the generality of the international community, which has responded by sending weapons to Ukraine and imposing political and economic sanctions on Russia.
