China accuses EU of protectionism after probe launched
China on Thursday accused the European Union of protectionism after Brussels announced an investigation into Chinese public tenders for medical devices over suspected discriminatory practices against European products.

"The EU always presents itself as the world's most open market, but all the outside world can see is that it is gradually sliding towards protectionism," Chinese foreign ministry spokesman Wang Wenbin told a press conference.
Brussels said Wednesday it suspected China of favouring domestic suppliers in its medical devices market, notably through its "Buy Chinese" policy, according to a notice opening the probe published in the EU's official journal.
If the alleged discriminatory measures are confirmed, the procedure could lead the EU to penalise Chinese companies in European tenders.
"We urge Europe to honour its promise of open markets and fair competition, abide by WTO rules and stop using every small pretext to suppress and restrict" access for Chinese companies, Wang said.
"The EU has frequently used trade remedies and trade defence measures, but these have only sent protectionist signals, targeted Chinese companies and damaged the EU's own image," he said.
Brussels accuses the Asian country of "favouring the procurement of domestic medical devices and services", "restricting the procurement of imported goods" and imposing, in its centralised procurement procedures for medical devices, "conditions leading to abnormally low bids which cannot be sustained by profit-oriented companies", according to the notice published Wednesday.
These "restrictive import measures and practices significantly and systematically impair" EU companies, according to the European Commission.
The investigation will now have to establish the facts within nine months.
