The collaboration between the authorities of the two countries was stepped up after clues pointing to the existence of networks in Laos were discovered in China.

The criminal groups allegedly targeted Chinese citizens through telephone scams involving large sums of money.

After verifying the facts and gathering evidence, the Chinese police shared the information with their Lao counterparts, who moved to dismantle the criminal groups, in an operation that resulted in the seizure of more than a thousand mobile phones and computers used to commit crimes.

This type of cooperation between Beijing and Southeast Asian countries to combat computer scams and telephone fraud is not new, especially in Myanmar (formerly Burma), where more than 44,000 computer crime suspects were arrested and transferred to China in 2023.

The large proportion of suspects in Myanmar is explained by the proliferation of 'online' fraud centres in border areas, following the February 2021 coup d'état, which created great instability in the country and encouraged the activity of all types of organised crime gangs.

According to a UN report, at least 120,000 people are being held in centres in Myanmar, where they are forced to commit fraud on the Internet, while in Cambodia, another epicentre of these crimes, the number is estimated at around 100,000.

In recent months, the Chinese Ministry of Public Security has reported sending specialised intervention forces to countries such as Thailand, the Philippines and Cambodia to participate in "international law enforcement missions".
