Ukraine, which has been fighting a Russian invasion for two years, is in urgent need of soldiers, especially as Kyiv expects Russia to launch a new offensive in the coming weeks or months.

"Staying abroad does not exempt a citizen from his duties to his homeland," Kuleba argued, without specifying what measures would be taken to return fighting-age men from abroad to the country.

Currently, Ukraine bans men of fighting age from leaving the country, with few exceptions.

However, tens of thousands of men are estimated to have left the country illegally to avoid being sent to the front, according to media reports.

Hundreds of thousands of Ukrainians, on the other hand, were already living abroad before the invasion.

The Ukrainian foreign minister's statement comes as an influential Ukrainian news website, ZN.UA, published late Monday what it said was an official letter signed by a deputy of Kuleba, recommending that Ukrainian consulates suspend any consular services for men aged 18 to 60 starting Tuesday.

The state agency Dokument, which facilitates the issuance of official Ukrainian documents, announced Tuesday that it was suspending any procedures abroad due to "technical reasons".

Ukraine, whose army is struggling to face the Russian troops, recently adopted a mobilization law that toughens punishments for those who refuse to perform their compulsory military service, and lowered the mobilization age from 27 to 25.
