UK Prime Minister Rishi Sunak has hailed the passing of legislation allowing the deportation of illegal migrants to Rwanda as a "fundamental shift in the global approach to migration".

"The passage of this landmark legislation is not just a step forward, it is a fundamental shift in our global approach to migration," he said in a statement.

The so-called Rwanda deal, Sunak argued, "will deter vulnerable migrants from making dangerous journeys and break the business model of criminal gangs who exploit them".

"The passing of this legislation will allow us to do just that and make it very clear that those who come here illegally will not be able to stay," he said.

After weeks of deadlock, the bill passed unamended through the House of Lords, the upper house of parliament, shortly after midnight, paving the way for it to become law in the coming days. 

It had already passed through the House of Commons four times thanks to the Conservative government's majority, which each time rejected amendments proposed by the Lords. 

The government has said it is confident the first flight to Rwanda could take place in 10 to 12 weeks' time, despite the expectation of legal challenges.

Rights groups have criticised the legislation, saying it breaches international law.

The Council of Europe's human rights commissioner, Michael O'Flaherty, said the legislation "raises important questions about the human rights of asylum seekers and the rule of law in general".
