US Senate to vote today on aid package for Ukraine, Israel and Taiwan

The Democrat-led US Senate is set to vote on three massive foreign aid packages for Ukraine, Israel and Taiwan on Tuesday, after the House of Representatives initially approved the assistance on Saturday following months of fraught negotiations.

At issue are 95 billion dollars (89 billion euros), of which the largest slice, 61 billion dollars (57 billion euros), is earmarked for military and financial assistance to Ukraine, after a prolonged blockade by the radical Republican wing in the lower house of the US Congress.

In the Ukraine package, which could give Ukrainian forces a new boost to counter the advances of the Russian invasion recorded in recent weeks, more than a third would be used by the United States to replenish its military arsenals, opening the door to future military transfers to Kiev.

Another part will be reserved for the Ukraine Security Assistance Initiative, which provides for Pentagon acquisitions in the US defense industry of modern weapons systems for the Ukrainian military.

The funding also includes funds for US military operations in the region, also favoring the Kiev authorities, as well as financial assistance for the energy sector and other infrastructure, which have been heavily damaged in recent weeks by Russian bombing, and essential expenses such as the payment of pensions and salaries in the Ukrainian public administration.

After a long stalemate, the foreign aid package was overwhelmingly approved in a "lightning" session on Saturday in the Republican-majority House of Representatives, in three separate laws, with Senate leader Democrat Chuck Schumer immediately scheduling the subsequent validation of the senators for today.

The US aid package also provides 13 billion dollars (about 12 billion euros) of military assistance to Israel, a historic US ally, which has been at war for more than six months with the Palestinian Islamist movement Hamas.

More than nine billion dollars (8.4 billion euros) are earmarked, on the other hand, to "respond to the urgent humanitarian aid needs in Gaza and other vulnerable populations in the world", according to a summary of the document.

As US President Joe Biden had requested, the text allocates more than eight billion dollars (7.5 billion euros) for Washington to confront China militarily, investing in submarines, and economically, competing with major Chinese projects in developing countries.

Several billion dollars are also earmarked to support Taiwan, a self-governing island of 23 million people that China considers one of its provinces.

The package was offset by several Republican priorities that Democrats supported, or at least were willing to accept, such as proposals that allow the United States to seize frozen assets from the Russian central bank to rebuild Ukraine, impose sanctions on Iran, Russia, China and criminal organizations that traffic fentanyl, and legislation that bans the Tik Tok application unless it ceases to be Chinese-owned.

On the day of the vote in the House of Representatives, the Pentagon said it would act quickly to send aid to Ukraine if approved by Congress, referring to air defense equipment and artillery capabilities.

On Monday, US President Joe Biden also promised the rapid arrival of aid to Kiev, in a phone call to his Ukrainian counterpart, Volodymyr Zelensky, who in turn thanked him for "fast, powerful support that will strengthen Kiev's air defense, long-range and artillery capabilities".
