Chung, who served five terms as a lawmaker, is considered close to the president and has experience as a presidential aide for political affairs under another conservative leader, Lee Myung-bak (2008-2013).
The new chief of staff, 63, replaces Lee Kwan-sup, who offered to resign along with other top officials, including Prime Minister Han Duck-soo, following the electoral setback.
Last week, Yoon, in the second year of his five-year term, took the blame for the ruling People Power Party's (PPP) defeat in the April 10 parliamentary elections and vowed a government reshuffle.
The PPP won 108 seats in the 300-member National Assembly, making Yoon the first South Korean president to not have parliamentary control at any point during his term.
