NATO criticizes approval of draft law on "foreign agents"

NATO expressed concern on Thursday over Georgia's parliament giving preliminary approval to a bill on "foreign agents", warning it was a "step backwards" and did not help the country's Euro-Atlantic integration.

On social media, NATO’s Deputy Secretary General for Political Affairs and Security Policy, Javier Colomina, said that as an aspiring NATO member, Georgia needs to have a legal framework that guarantees freedom of the press and the participation of civil society.

"This bill is a step backwards and does not improve Georgia’s Euro-Atlantic integration", Colomina said about the legislation that, if adopted, will require all organisations, media outlets and similar entities that receive at least 20% of their funding from abroad to register as “foreign agents”.

Last year, the opposition and part of Georgian society demonstrated against the legislative proposal, seeing it as a sign of rapprochement with Russia, where a similar measure is in force.

The protests returned to the streets after the Georgian parliament adopted the bill in the first reading, which was criticised by the United States, who said it could lead to the “stigmatisation” of civil society organisations.

The European Union (EU) warned that it is not in line with the EU acquis and “risks Georgia’s European path”, urging MPs to refrain from adopting such legislation.

Two days ago, the Georgian parliament approved the controversial bill in the first reading, with 83 votes in favour, above the necessary 76.

Prime Minister Irakli Garibashvili called the measure truly “Georgian and European”.

"We will not change our decision to adopt this law. We are a small but independent and proud state and we will not give anyone the right to give us instructions without arguments", the official said at a press conference at the government headquarters.

"Those who oppose the law do not have a single argument", he stressed.

"In fact, this law is properly European, because it is based on the main European values, transparency and responsibility", he said on the same occasion.

Georgia currently has the status of a candidate country for EU membership.
