Most doctors have already reached 150 overtime hours in the emergency room

The National Federation of Doctors (Fnam) said today that the vast majority of doctors working in emergency services have already reached the 150 mandatory overtime hours, demanding "quick responses", because "summer is almost here" and emergency services remain chaotic.

"We need quick answers for the National Health Service, especially since summer is almost here. We know that emergencies are still chaotic and that family doctors are scarce. Therefore, health cannot wait," the president of FNAM told reporters on the sidelines of the first negotiation meeting with the new ministerial team of Health, led by Minister Ana Paula Martins.

Asked by Lusa if there are already doctors submitting refusal minutes regarding overtime, Joana Bordalo e Sá said that some have already arrived at the federation.

"There are not many yet, but there are doctors who are effectively fulfilling their duty of not working more than 150 overtime hours," she said, stressing that "April and May are very decisive months."

According to Joana Bordalo e Sá, the excuses of responsibility that have been reaching the federation daily are due to the working conditions in everyday practice.

"Some doctors are subject to very, very difficult working conditions, not only because they have small teams, not only because they understand that they do not have all the necessary specialties in their workplace, for example, in an emergency to be able to work, and so they submit these excuses of responsibility," she explained.

The union leader warned that if there are no concrete measures to keep doctors in the National Health Service, the constraints that were observed last year with emergency services closed will happen again in the summer.

"We know that we have few doctors in the National Health Service and we know that summer is coming. We also know that the vast majority of doctors who work in emergencies have already reached the maximum 150 hours of overtime that they are required to work," she said.

Therefore, she concluded, "if nothing is done and if there is no sign that we will effectively be able to sign a negotiation protocol and have a serious, competent negotiation, without backstage games and with clarity, with loyalty, from both parties, we will probably have a very, very difficult summer."

Joana Bordalo e Sá said that the National Federation of Doctors has the solutions to prevent this from happening, having submitted these proposals at the meeting at the Ministry of Health that lasted about 90 minutes.

FNAM brought 10 points to the negotiating table that it considers fundamental to "resolve the urgency of the crisis in the NHS", in order to retain doctors and guarantee the provision of health care, including the reinstatement of the normal weekly working period of 35 hours and the updating of the salary grid.

The reintegration of the medical internship as a category of entry into the medical career and the implementation of progression in the remuneration positions in each category and streamlining of competitions are other proposals from Fnam.
