The memorandum will be signed at the start of Luís Montenegro's visit to Cape Verde, the first of the new Government leader outside Europe.

The Prime Minister of Cape Verde, Ulisses Correia e Silva, will receive Montenegro at the Government Palace, in the capital, Praia, at 12:00 (14:00 in Lisbon) for a private meeting, followed by a meeting between the delegations of the two countries.

"This moment of strengthening and deepening cooperation between Cape Verde and Portugal will be followed by a joint statement to the press, by the leaders of the Cape Verdean and Portuguese executives," added the Cape Verdean Government in a statement.

During the afternoon, the program includes visits to a renewable energy center that operates in the vicinity of the capital and to the technology park that is being built in the city of Praia.

At the end of the day, Luís Montenegro will be received in the National Assembly by the president of the body, Austelino Correia, followed by a meeting with the Head of State, José Maria Neves, in the presidential palace.

On Sunday, the agenda includes a visit to the historical site of Cidade Velha, where a meeting with representatives of the Portuguese community will take place, which will close the program.
