Cabo Verde advocates changes in partnership with EU to facilitate mobility

The President of the Republic of Cape Verde, José Maria Neves, today defended the introduction of changes to the framework of the special partnership between Cape Verde and the European Union that would facilitate mobility between this African country and the EU.

In Lisbon, where he is to participate in the ceremonies of the 50th anniversary of April 25, José Maria Neves said that the special partnership agreement that exists between Cape Verde and the EU, which dates back to 2007, when the current head of state was prime minister, could be "more advanced".

"Cape Verde must continue to work to secure its borders and its documents and create conditions for greater mobility between Cape Verde and the EU", he said.

In his opinion, there should already be "a facilitation of visas and much more willingness from the EU to facilitate mobility between Cape Verde and the EU" which "does not yet exist".

"We need to move faster", he stressed.

Regarding CPLP (Community of Portuguese Language Countries) visas, which allow entry into Portugal with less bureaucracy, but do not guarantee entry into other European countries, through Portugal, José Maria Neves said: "We cannot expect Portugal to negotiate agreements with the CPLP countries on behalf of the European Union".

"I think Portugal has gone as far as it can. There has been great willingness, there is great openness towards Cape Verde", he said.

And he added. "Cape Verde is a small, safe, stable country. We share a set of values with Europe: Freedom, democracy, human rights, good governance, with the certainty that Cape Verde does not pose any risk in terms of mobility, if we continue to have secure documents and secure borders".

Regarding the constraints in scheduling CPLP visa applications, which are registered in Cape Verde and also in other countries of the community, José Maria Neves defended the carrying out of "a strong audit" and the creation of "mechanisms to ensure greater security in the operation of these digital platforms and eventually introduce a mixed system that allows for several other visa scheduling and appointment systems".

"There are organized groups that end up extorting money from people, deceiving them, and these are issues that need to be investigated and helped to be resolved", he said.
