In Venezuela, cases of forced disappearance and torture continue to be registered, particularly of opponents, according to the annual report of Amnesty International (AI) on the state of human rights in the world.

"Enforced disappearances and torture, among other human rights violations, continued to be part of the government’s policy of repression,” the document released today reads.

In the report, the non-governmental organization (NGO) denounced that “the government’s policy of repression continued” and that citizens linked “to the political opposition were continuously targeted and exposed to the risk of arbitrary detention, torture and other human rights violations”.

After being detained, the victims were systematically taken to court, often with special jurisdiction in terrorism matters, and “charged with conspiracy and other terrorism-related charges” and then “transferred to a military or police facility, where they remained in detention for months or even years awaiting trial,” the organization said.

“Many victims reported being subjected to torture and other ill-treatment, a practice that violates due process and other human rights,” AI stressed, pointing to reports from several NGOs.

Before the UN Human Rights Committee, “the Venezuelan authorities argued that the fact that a person spends hours or days in detention without their family being informed of their whereabouts does not constitute an enforced disappearance,” the organization lamented.

Venezuela “acknowledged that, between 2015 and 2022, only 10 out of 455 alleged enforced disappearances had reached trial, with no information on the whereabouts of the victims and no one having been punished,” AI added.

The report stated that the government’s use of arbitrary detention of civilians “may amount to a crime against humanity” and explained that, according to Venezuelan civil society organizations, almost 15,700 arbitrary arrests were made between 2014 and 2023.

AI also explained that, during 2023, “the lack of access to economic and social rights continued to be a serious concern” in Venezuela, where “the majority of the population suffers from severe food insecurity”.

“The public health system has been collapsing, and the government has failed to implement the humanitarian measures agreed in 2022 to address these problems,” the organization lamented.

AI also stressed that “inflation and an alarming lack of purchasing power to acquire basic goods and services continued to provoke a profound humanitarian crisis affecting the majority of the population, especially those living outside the capital, Caracas”.
