The aim is to protect wildlife such as caribou and polar bears that are threatened by the melting Arctic.

The decision, part of a yearslong, contentious effort over whether and how to develop the state’s vast oil reserves, finalizes protections proposed in 2023 as the Biden administration prepared to approve the controversial Willow oil project.

That approval drew fury from environmentalists, who argued the sprawling project violated Biden’s climate commitments.

Today’s decision also cements a plan to block oil and gas development on about half the refuge.

Republican U.S. Sen. Dan Sullivan of Alaska has already criticized the decision and predicted legal challenges, as did Republican U.S. Sen. Lisa Murkowski of Alaska.

The Interior Department’s decision, however, does not affect the terms of existing leases or operations already authorized, including Willow.

The petroleum reserve, about 100 miles (160 kilometers) from the Arctic National Wildlife Refuge, is home to caribou and polar bears and provides habitat for millions of migratory birds.

It was created about a century ago as an emergency source of oil for the U.S. Navy but has been managed by the Interior Department since the 1970s.

There has been intense and long-running debate ever since over whether to allow oil development.
