In the debate on the Stability Programme (SP) 2024-2028, in the Assembly of the Republic, the parties that presented draft resolutions to reject the document submitted to parliament by the Government on April 15th, targeted the macroeconomic scenario designed in invariant policies and the lack of information on the executive's policy measures.
The BE coordinator, Mariana Mortágua, considered the programme "absolutely useless for the debate", since the economic frameworks did not include the impact of the measures planned by the executive.
This position was shared by the PCP deputy António Filipe, who called the programme "useless" and asked the Minister of Finance, Joaquim Miranda Sarmento, if he was going to "announce a magic trick" or if he would "resort to the excuse of a bad payer".
The socialist deputy António Mendonça Mendes accused the Government of proposing a programme with a "three times lower tax burden" than the one defended by the PS, after the tax burden had been the "Alpha and Omega" of the Democratic Alliance (AD).
In turn, the leader of the Livre, Rui Tavares, questioned the preparation to govern with which the AD presented itself in the campaign, adding that the budget surplus "is the result of the sacrifice of all of us" and of "adjustments that were made by Portuguese families".
The deputy of the Liberal Initiative Mário Amorim Lopes defended that the country needs to grow, since "only in this way can salaries and pensions be increased", and that the PS left "a country at a standstill", whose solution cannot be "a country dragging itself along".
The PAN spokesperson, Inês Sousa Real, expressed concern that the Stability Programme does not include environmental issues, appealing to the Government to pay attention to this aspect.
The Minister of Finance, Joaquim Miranda Sarmento, highlighted in his initial speech that due to the reform of European rules, the Government could only submit two tables on the Recovery and Resilience Plan (RRP) to the European Commission, and was not obliged to submit the Stability Programme.
The minister indicated that the stability programmes will be replaced by medium-term structural plans, which will begin to be negotiated with Brussels at the end of July and sent "at the end of September, mid-October".
This position was reinforced by the CDS-PP deputy Paulo Núncio, after criticism from the parties.
