North Korea may take "strong pragmatic measures" to bolster its military after Washington vowed to work with South Korea and others to create an alternative expert panel to monitor sanctions and Pyongyang's compliance.

The move comes after Russia vetoed the renewal of a UN panel of experts that had been carrying out the role.

"If the US imposes new sanctions on the DPRK, we will take corresponding countermeasures to further bolster our strength in all areas as the US fears," said North Korea's vice foreign minister, Kim Un Chol, using the initials of the country's official name, the Democratic People's Republic of Korea.

He said that "every time the US wields the UNSC as a tool for its hostile policy toward the DPRK", it only leads to the North developing "more powerful physical means" and that "more drastic actions" would be taken to advance its nuclear and missile programmes.

Arguing that the UN sanctions monitoring mechanism was illegal despite operating for a decade, the vice-minister said it was "now on the verge of collapse and the US is getting desperate to keep the structure of sanctions pressure alive", according to a statement from the ministry.

Noting that North Koreans had endured sanctions imposed by "hostile forces" for more than half a century, the ministry called the US administration's focus on them an obsession.

"Sanctions, the US's favourite diplomatic tool, can be seen as a means of survival for the US as they allow it to exercise lordship over other countries," it added, saying that "it is an undeniable reality that it has become a stumbling block for the US".
