The European Commission announced on Monday that it has opened an investigation into the TikTok Lite app because of its feature that rewards screen time with virtual coins that can be converted into gift cards.
The European Commission, which now acts as the EU's digital police, believes the mechanism poses "serious risks to users' mental health" by pushing people to stay connected.
However, the platform failed to notify Brussels of a risk assessment before its launch, as required by the new Digital Services Act (DSA) legislation. The new service was launched in France and Spain at the end of March.
Previously, an unidentified company spokesperson had expressed disappointment at the opening of the procedure, noting that the rewards program "is not accessible to users under 18 and includes a daily limit on video viewing".
The European Commission issued a first alert on 17 April, asking the platform to provide within 24 hours an assessment of the risks associated with this deployment and to detail the means implemented to reduce them. But "TikTok did not provide the document in time", the Commission explained at the time.
TikTok Lite rewards users with 'tokens' (cryptocurrency) if they log in daily for ten days, spend time watching videos (with a limit of 60-85 minutes per day) and perform certain actions, such as liking videos and following content creators. These coins can then be exchanged for gift cards on partner sites such as Amazon.
With its short-form videos, TikTok, which has attracted over 1.5 billion users worldwide, has been accused for several years in the United States and Europe of causing addictive behaviour among teenagers.
