"Complicity in genocide is a crime in itself under the Convention on the Prevention and Punishment of the Crime of Genocide," said Francesca Albanese, at a press conference at the end of a week-long visit to Egypt and Jordan to assess the situation of Palestinians in Gaza and the West Bank.
Francesca Albanese, who has been one of the most critical voices of the Israeli offensive in the Gaza Strip, called for an investigation into "the extent to which the aid, both political and military, that has been given to Israel by various countries, primarily by the United States, may amount to complicity." Similarly, the official criticized the "constant political support, veto after veto at the level of the United Nations Security Council," to call for an immediate ceasefire in the Gaza Strip. Quoted by the Efe agency, the rapporteur regretted the inability of Western countries to impose sanctions on the Jewish state, which she herself recommended be applied before the outbreak of the war in Gaza. "The impunity granted to Israel is an integral part" of the Israeli response to the attacks by the Islamist group Hamas on October 7, which started a war that has already claimed more than 34,000 lives, she added. For Francesca Albanese, "there are clear genocidal patterns (...) and some member states are still reluctant to take these measures, which will only worsen the situation on the ground," referring to the lack of sanctions and the sending of military aid to Israel. The UN rapporteur also regretted that, during her visit, the Israeli authorities did not allow her to access the occupied West Bank or the Gaza Strip, to assess the situation on the ground and prepare her report with recommendations and measures to be taken to alleviate the suffering of the civilian population. Francesca Albanese also claimed the role of the United Nations in coordinating the delivery of humanitarian aid to Gaza, considering it "unfair that only Egypt" assumes this role at the Rafah border crossing, which connects the Palestinian enclave with the Sinai Peninsula. Expressing concern about the sending of humanitarian aid, given that "there is a lot that is not allowed to enter" and remains waiting in warehouses in northern Sinai, the UN rapporteur for the Palestinian Territories warned that airdropping aid is "the worst thing that can be done." Noting that the activities of settlers in the occupied West Bank are "genocidal by their very nature," Francesca Albanese added that "October 7 was a threat" to Israel, "but did not justify what Israel did." At least 34,200 people have died and more than 77,000 have been injured in the war that Israel launched in the Gaza Strip on October 7, in retaliation for the attack on the same day by the Palestinian Islamist movement Hamas on Israeli territory, which killed 1,163 people, mostly civilians, and 250 hostages, about 130 of whom remain in captivity and 34 have since died, according to the latest report by the Israeli authorities. The conflict, which has been ongoing for more than six months, has also displaced almost two million people, plunging the overcrowded and impoverished Palestinian enclave into a serious humanitarian crisis, with more than 1.1 million people in a "catastrophic hunger situation" that is claiming victims - "the highest number ever recorded" by the UN in studies on food security in the world.
