The updated rules introduce new CO2 reduction targets for road transport of 45% from 2030, 65% from 2035 and 90% after 2040, according to a statement by the Council.

These targets will apply to medium-sized lorries, heavy-duty lorries over 7.5 tonnes and coaches, as well as to their dedicated trailers from 2035.

The 15% CO2 reduction target for 2025 is maintained, with a zero-emission target for all new urban buses by 2035 at the latest and an intermediate target of 90% for this category by 2030.

Intercity buses are exempted from this target, as they will be considered coaches for the purpose of measuring emission reductions.

The European Commission has welcomed the adoption of the new rules, which are part of the European Green Deal.
